Bihar government's Rashtriya Swasthya Bima Yojana (RSBY) has selected Bartronics India
Limited (BIL), a provider of solutions based on AIDC technologies, to provide smart cards for
health insurance coverage. The RSBY scheme aims at providing health insurance cover to below
poverty line population of the state. |

India is now well recognized as an LSI design center in the area of electronic devices and finally
began to move in earnest toward the manufacturing of electronic devices*1. It has
manufactured electronic devices at a small volume thus far. But a number of entrants to the
market and plans for large-scale production increases have been lately announced one after
another. Current plans that have already been announced extend to a wide range of fields,
including LSIs, PDPs, LCD panels and solar cells. India can even locally procure manufacturing
equipment that is essential to manufacture electronic devices. |

Exports double, while jobs and investments show robust growth rate. In data that may lay to
rest all doubts of sceptics, special economic zones (SEZs), which its supporters backed by
arguing that they will boost exports, investments and employment, delivered on all these three
counts during 2007-08. They are expected to improve their performance in the current fiscal.
Exports from these tax-free industrial enclaves nearly doubled from Rs 34,615 crore in 2006-07
to Rs 66,638 crore in 2007-08. This is marginally short of the target on account of delays in the
commissioning of some zones. The commerce ministry has projected exports from the zones at
around Rs 1,25,950 crore in 2008-09, growth of 89 per cent over the previous year. |

According to an ISA-Frost & Sullivan estimate, the total market revenue for semiconductors in
India in 2007 was US$3.5 billion (Table 1). This figure is projected to grow to US$5.5 billion by
2009. India's share of the global semiconductor market in 2007 remained small, at 1.3%, but is
steadily increasing. India has now established itself as a global power in electronics design and
software development. The missing component in the electronics ecosystem, however, has
been semiconductor manufacturing; but now, huge investments are pouring in, aimed at
setting up fabs in India. |

| Gartner raises IC forecast |

Bucking the trend in the industry, Gartner Inc. has raised its worldwide IC forecast from 3.4
percent to 4.6 percent for 2008. The IC industry is now projected to hit $287 billion in 2008, up
from $274 billion in 2007, according to Gartner (Stamford, Conn.). |

In a year that saw a record number of filings under the World Intellectual Property
Organization Patent Cooperation Treaty (PCT), inventors from South Korea and China
consolidated their top 10 positions in 2007, along with the United States, Japan, Germany,
France, United Kingdom., the Netherlands, Switzerland and Sweden. There were 156,100
applications filed in 2007, representing 4.7 percent growth over the previous year. |

| Despite Curbs, DRDO Develops Chips for ISRO Missions |

It might be a rather tiny piece in an ambitious mission but without a semiconductor chip, a
satellite or any other communication device cannot transmit or receive data. Though
developed Western countries have imposed complex restrictions on the supply of Gallium
Arsenide (GaAs) chips to India, a Defence Research and Development Organization lab has,
despite US sanctions, developed and supplied GaAs devices for military and space technology
purposes. The R&D is now being further developed and delivered by Hyderabad-based DRDO
facility Gallium Arsenide Enabling Technology Centre (Gaetec) to the defence sector and to
Indian Space Research Organisation for its space missions. |

A survey of analog EDA vendors by EDA market analyst, Gary Smith, has revealed high
expectations for 2008. Of the analog/mixed signal design tool start-ups that Smith interviewed,
most predict that the market for custom IC design solutions, which includes analog/mixed
signal tools, could reach $700 million, with growth predominantly driven by wireless and
consumer applications. |

| India's eInfochips unveils verification IP |

EInfochips Ltd. has announced what is claims is first SystemVerilog verification IP that complies
with the Open Verification Methodology and Advanced Verification Methodology (AVM) 3.0.
The latter was developed with Mentor Graphics Corp. The company said its new tools would
enable designers to better use key SystemVerilog functionality while cutting verification cycle
times for designs that use standard interfaces such as the AMBA bus protocol. The verification
IP includes building blocks needed for design-under-test for system-level verification, the
company said. |

| Semiconductor Industry CEOs Call on House Leaders to Fund Critical Science & Engineering Research |

The Semiconductor Industry Association (SIA) today released a letter signed by more than 70
business, higher education and scientific leaders, including 14 executives from the
semiconductor industry, to Speaker of the House Nancy Pelosi (D-CA) and Minority Leader John
Boehner (R-OH). The letter urges House leaders to support the Senate-passed funding levels for
science and engineering research in the fiscal year (FY) 2008 supplemental appropriations bill
currently under consideration. A similar letter was sent to Senate Majority Leader Harry Reid
(D-NV) and Minority Leader Mitch McConnell (R-KY). |

| Andhra's Fab turning into solar production hub |

As part of its Masdar Initiative, Abu Dhabi Future Energy Co. has expanded its investment in
solar energy with the purchase of three SunFab thin film lines from Applied Materials for solar
module production. With an optional tandem junction upgrade, the SunFab lines are expected
to annually produce modules with a targeted capacity of up to 210MW, or enough energy to
power approximately 70,000 homes. |

| Nokia shifts to India's Sasken for R & D operations |

Nokia and India's Sasken Communication Technologies Ltd. said they have completed the
transfer of Nokia's adaptation software R&D operations from Bochum, Germany. No financial
transaction was involved, and the move represents only the transfer of employees, said Sasken.
Thirty-five current employees will continue their software development here under Sasken's
roof. Earlier reports had Sasken lining up to takeover the unit, which Nokia denied. |

impossible for individual companies to raise the vast amount of investment capital needed for
high-tech manufacturing, much less to dominate the global semiconductor market. That reality
leaves chip design and manufacturing companies little choice but to selectively collaborate
with one another, according to Aart de Geus, chairman and CEO, Synopsys Inc. |

If companies want to successfully compete on the international market, they need to adapt and
use the worldwide opportunities and resources that are presented to them. The UK can look
back on a long tradition of its manufacturing industry. But the outsourcing frenzy of recent
years has taken its toll. However, companies are currently rethinking and reorganising their
outsourcing strategy. European EMS-provider have to adapt to new possibilities, reports the
new electronics. Other factors, such as infrastructure and energy costs, start to play a major
role in the decision making process. It is suggested that these facts will soon overtake labour
costs as primary factor. Companies seem to go "green" and are looking for manufacturing
partners close to the end consumer market. |
